Tcp PointCloud Editor can work with several point clouds, regardless of their origin. In this way, it is possible to combine the cloud of a building made with a laser scanner and a terrain from a drone flight.
To align both point clouds, you would simply have to define control points in one of the clouds and associate these points in the other.
